본 연구는 정책평가방법의 하나인 이중차분법을 이용하여 도시재생사업 선정이 대상 지역과 인근 지역에 위치한 아파트 가격에 미치는 영향을 분석하였다. 연구의 공간적 범위는 2017년 2월에 ‘도시재생사업 대상 지역’으로 선정된 ‘수유1동’ 과 비교 지역인 인근의 ‘수유2동’으로 선정하였다. 자료는 아파트 실거래가격을 분석에 사용하였다. 분석 결과, 수유1동은 사업 선정 이후의 가격이 선정 이전 시점의 가격보다 4.7%p 상승하는 효과가 있는 것으로 분석되었고, 비교지역인 수유2동과 비교한 분석결과에서도 총 1.1%p~1.2%p 상승효과가 있는 것으로 나타났다. 이를 통해 도시재생사업 선정이 대상 및 인근지역 아파트 가격에 긍정적인 효과를 미치는 것을 확인하였다. 다만 부동산 가격이 지역적 특성에 따라 다르게 나타나기 때문에 도시재생사업 선정에 의한 과도한 기대심리에 의존하여 사업을 추진하기보다는 사업 선정 이후 체계적인 정비 및 추진전략이 필요하며, 사업시행 과정상에서도 심도 있는 평가 및 검토가 필요할 것으로 판단된다.

This study analyzes the impact of the selection of urban regeneration projects on apartment prices located in the target and nearby areas by using the difference-in-difference method, one of the policy evaluation methods. The target areas of the study are ‘Suyu 1-dong’ selected as ‘Urban Regeneration Area’ in February 2017 and ‘Suyu 2-dong’ which is a comparative area. The actual apartment price is used for the analysis. According to the analysis, after the selection of the project, the price of the Suyu 1 dong is analyzed to have an effect of 4.7%p higher than the price before the selection, and the analysis result compared to Suyu 2 dong, the comparative area shows a total increase of 1.1%p to 1.2%p. This implies a positive effect on the prices of apartments in the target and nearby areas. However, since real estate prices vary depending on regional characteristics, it suggests that the project needs to be evaluated or reviewed in depth in the process of implementing the project in accordance with the systematic development and implementation strategy after the selection of the project, rather than relying on excessive expectations from the selection of urban regeneration projects.
