우리는 이번 코로나 19 사태를 통해 사회복지정책의 체계 및 구성요소에 대한 구체적인 논의와 사회적 합의를 이끌어낼 책무가 있다. 보편적이고 강력한 사회보장정책의 체계 및 구성요소를 재구축 및 재모색하여 경제충격 뿐만 아니라 실질적인 코로나 19 사태 이후 삶의 질을 향상시킬 수 있도록 해야 할 것이다. 이를 위해 본 연구에서는 코로나 19에 대응하는 정부 및 지자체의 대응과 특히 긴급재난지원금에 대해 살펴보았다. 그리고 사회복지정책 및 보장의 역할과 이에 대한 새로운 논의 및 재구축과 관련해 살펴보고자 한다. 특히, 긴급재난지원금과 관련한 많은 쟁점 및 논의 중 특히, 사회복지정책의 체계와 구성요소에 대한 논의 및 재정비를 통해 사회복지 및 보장 정책의 역할기대를 충족시키기 위한 논의를 해보았다.

Through this Corona-19 incident, we have a responsibility to elicit specific discussions and social consensus on the system and components of social welfare policy. It is necessary to rebuild and re-establish the system and components of universal and strong social security policy so that it can improve not only the economic shock but also the quality of life after the actual Corona -19 crisis. To this end, this study examined the response of the government and local governments responding to Corona-19, and in particular, emergency disaster support funds. In addition, the role of social welfare policies and guarantees and new discussions and re-establishment will be examined. In particular, among the many issues and discussions related to emergency disaster funding, discussions were made to meet the role expectations of social welfare and security policies through discussions and reorganization of the system and components of social welfare policies.
