본 연구의 목적은 코로나19 팬데믹 사태가 가져올 국제질서의 변화에 대한 전망과 시사점을 분석하고 향후 한국이 나아갈 정책발전과 대안제시를 위한 시사점을 도출하는 것이다. 특히 본 연구의 주안은 코로나19 사태를 통해 표출된 미·중의 갈등과 이에 따른 국제질서의 변화를 전망하는데 있다. 코로나19 팬데믹으로 인한 포스트 코로나 시대의 국제질서는 탈(脫)세계화와 미·중 전략경쟁 심화, 체제우월성 경쟁, 국가주의로 국제적 거리두기의 탈(脫)세계화와 각자도생, 폐쇄적 국가주의의 범람 위험, 국제 거버넌스를 갈구하는 양상을 띨 것으로 판단된다. 코로나19 팬데믹을 통해 新안보 위협을 재인식하는 계기가 되었으며, 코로나19라는 신종 감염병, 新안보 위협의 대응을 통해 한국은 새로운 위협과 기회의 요인을 맞이하고 있다. 한국은 코로나19 팬데믹에 따른 포스트 코로나 시대에 대비하여 새로운 국제질서의 변화를 세밀하게 전망하고 대비책을 강구해야 한다. 특히 미·중의 전략경쟁에 따라 기존의 패러다임 전환과 더불어 비전통적 안보위협인 신안보 개념에 입각하여 새로운 국제질서를 적극적이고 선제적으로 수용해야 할 것이다. 코로나19 팬데믹 극복 우수사례 전파 등을 통해 신안보 분야 의제창출자로서 국제적 차원의 관심유도와 협력을 주창하고, 신안보 위협 대응을 선도하여 위기를 기회로 바꾸는 계기로 삼아야 할 것이다.

The purpose of this study is to predict the changes in the international order that the COVID-19 pandemic will bring, and draw implications and implications based on the theory of emerging security. The emerging security theory, which contrasts with traditional security through the COVID-19 pandemic, will need to be redefined to match the post corona era. The international order in the post corona era due to the COVID-19 pandemic will have a deglobalization and deepening of US-China strategic competition, competition for system superiority, self-prosperity, risk of flooding of nationalism, and a desire for international governance. Through the COVID-19 Pandemic, it was an opportunity to re-recognize emerging security threats, and through the response of a new infectious disease called COVID-19 and a new security threat, Korea is faced with new threats and opportunities. Korea should actively and preemptively accept the change of the new international order in preparation for the post corona era and use it as an opportunity to turn the crisis into an opportunity.
