본 논문은 코로나19 시대의 아동돌봄 쟁점을 살펴보고 이에 대한 효과적인 대응책에 대해 논의하고자 한다. 코로나19가 가져온 아동돌봄 분야의 쟁점은 첫째, 돌봄의 재가족화와 돌봄공백 문제, 둘째, 긴급돌봄서비스 이용에 대한 불안감, 셋째, 온라인 강의로 인한 디지털활용격차로 인한 교육의 양극화 우려, 네 번째 가정의 아동돌봄 지원을 위한 다양한 정책 및 서비스 부족, 다섯 번째 코로나로 인한 가족갈등 증가 및 아동학대 문제, 여섯 번째 스마트폰 과의존, 소아비만, 코로나 블루와 같은 코로나가 불러온 다양한 아동문제 등이다. 정부 및 지자체는 이러한 아동돌봄 문제를 해결하기 위해 적극적으로 대응책을 마련해야 한다. 실태조사 및 다양한 연구를 통해 코로나19가 아동과 가족에게 미치는 영향을 분석하여 아동을 위한 정책을 마련하고, 실질적인 지원을 해야 한다. 또한 아동돌봄의 공공성 강화를 위해 통합돌봄체계와 마을돌봄체계를 구축해야 한다. 마지막으로 ‘긴급돌봄체계’와 ‘가정 내 아동돌봄 체계’의 투톱체계를 구축할 필요가 있다. 국가는 아동돌봄의 가치를 높게 인식하고 아동돌봄의 공공성 강화를 위해 다면적으로 노력해야 한다.
