연구목적: 코로나19 대응과 관련하여 전 세계적으로 우리나라의 감염병 대처 역량을 높이 평가하고 있다. 이에 코로나19 감염병 대응에서 뛰어난 역량을 발휘한 소방의 역할을 돌아보고 감염병 재난상황 하에서 소방의 발전방안을 제시하는데 있다. 연구방법: 첫째, 이 연구는 감염병 위기관리 체계 및 위기경보 단계별 대응체계를 분석하였다. 둘째, 평상시 소방의 역할 및 감염병 위기경보 단계별 소방의 역할을 분석하고, 마지막으로 코로나19 상황에서 각 위기경보 단계에 따른 소방의 대응활동을 조사하였다. 결론: 코로나19 대응을 위한 환자이송 및 이송을 담당했던 구급대원에서 단 한명의 감염자도 발생하지 않았다는 점은 매우 뛰어난 성과라고 할 수 있으며, 향후 신종 감염병의 효과적인 대응을 위해서 소방 및 다양한 감염병 유관기관의 거버넌스 체계 구축, 대응체계 및 경험사례의 공유를 통한 발전방안을 모색하는 것이 필요하다.

Pupose: : In regards to COVID-19 response, Korea’s capacity to respond to infectious diseases is being acclaimed worldwide. Therefore, the purpose is to review the role of firefighting which demonstrated excellent capacity in its response to COVID-19 infectious disease and to suggest ways for firefighting to develop in infectious disease emergency situations. Methods: Firstly, this study analyzed the infectious disease risk management system and response system for each risk warning steps. Secondly, the study analyzed day-to-day roles of firefighting and analyzed roles of firefighting in each infectious disease risk warning steps, and lastly researched firefighting’s response activities on each risk warning steps in COVID-19 situation. Conclusion: The fact that no single firefighters, who were in charge of patient transportation and transporting in response to COVID-19, was infected is a very outstanding achievement, and for the effective response to new infectious diseases in the future, there is a need to develop the governance system of firefighting and various infectious disease related institutions and to search for ways to develop through sharing of response system and experiences.
