이 논문은 코로나19 대유행에 대한 동남아시아의 대응과 지역협력의 전개에 관한 특집을 구성하고 그 방향성을 논의하는 서론이다. 우선, 동남아의 코로나19 대응에 관한 국내 연구의 동향을 소개하고, 후속 연구 공조에 동의하는 동남아연구자들의 포럼 형성을 보고한다. 두 번째로, 국가별 초기 대응 사례 연구를 위해 사례 집단을 분류하고, 대표 사례를 선정하며 그 연구 가치를 논한다. 세 번째로 아세안 및 동아시아 지역협력의 동태를 연구할 필요성과 고려 사항을 논한다. 마지막으로 우리의 연구 발전을 위한 몇 가지 제안을 담는다. 구체적으로 비교적 시각에 입각한 사례 연구, 독립 변수로서 국가 능력과 정치리더십 및 사회적 협력의 중요성, 감염병 대응 기관의 체계와 운영에 관한 비교연구의 유용성을 강조한다. 나아가 동남아의 보편적 건강 보장을 비롯한 각종 복지 제도의 발전, 그리고 아세안과 동아시아 차원의 인간 안보 협력의 심화 등 이번 팬데믹이 유발할 긍정적 변화까지 장기적으로 함께 추적하자고 제안한다.

This article is an introduction to discuss the composition and direction of the special edition on the response of Southeast Asian countries and the development of regional cooperation amid the shock of the coronavirus disease 2019 (COVID-19) pandemic. First, it introduces the trends of Korean research on the response to COVID-19 in Southeast Asia, and reports the formation of a Korean scholar forum to do follow-up research of Southeast Asia in a time of COVID-19. Second, for early response case studies by country in Southeast Asia, cases are classified into three categories, representative cases are selected, and the value of the case studies is discussed. Third, the focus and considerations to study the dynamics of regional cooperation in ASEAN and East Asia are presented. Finally, some suggestions are made to advance the joint research. Specifically, it emphasizes the case studies based on comparative perspective, the importance of state capacity, political leadership and social cooperation as independent variables, and the necessity of comparative research on the system and operation of disease control institutions. Furthermore, it was proposed to track the positive changes that this pandemic would cause in the long term, such as the development of various welfare systems including universal health coverage in Southeast Asian countries and the deepening of human security cooperation in ASEAN and East Asia.
