북한에서 정보통신기술(ICTs)의 활용은 이중적일 수밖에 없다. 경제적 측면에서는 북한 당국에 긍정적 영향을 미칠 수 있지만 사회·정치적으로는 외부정보 유입으로 인한 체제의 정당성 훼손과 같은 부정적인 영향을 가져올 수 있기 때문이다. 이러한 문제 때문에 북한 당국이 정보통신을 남북협력의 한 분야로 개방하기는 쉽지 않을 수 있다. 즉 다른 어떤 분야보다도 남북협력의 계기를 찾고 가능성을 모색하기 쉽지 않은 분야이다. 이 글은 북한의 정보통신 남북협력의 조건을 탐색하고 이를 바탕으로 향후 남북협력의 가능성을 검토하고자 한다. 정보통신 분야의 남북협력은 전례가 없었기 때문에 사회주의 국가의 정보통신, 특히 초기 인터넷 개방의 경험을 토대로 북한이 취할 수 있는 몇 가지의 정보통신 개방 로드맵을 설정하고, 그 로드맵의 실현을 위한 조건을 탐색했다. 정보통신 남북협력의 성사는 우선적으로 북한 내부의 조건에 달려 있다고 보고, 북한 당국의 관련 정책, 정보통신 활용과 통제, 그리고 그에 따른 경제적 및 사회ㆍ정치적 영향 등에 초점을 맞춰 분석했다. 이러한 분석을 토대로 북한의 정보통신 남북협력을 전망했다.

The use of information and communication technologies (ICTs) in North Korea is bound to be doubled. In economic terms, ICTs can have a positive effect on the North Korean authorities, but socially and politically, it can have negative effects such as undermining the legitimacy of the system due to the inflow of external information. Because of this problem, it will not be easy for the North Korean authorities to open ICTs, and it is particularly difficult to find opportunities for inter-Korean cooperation and explore possibilities more than any other field. This article seeks to explore the conditions of inter-Korean cooperation in information and communication in North Korea, and based on this, examine the possibility of inter-Korean cooperation in the future. Since inter-Korean cooperation in the field of ICTs was unprecedented, we set up a roadmap for opening several ICTs that North Korea can take based on the experiences of socialist countries’ ICTs, especially the Internet opening in the early stages, and explored the conditions for realizing that roadmap. It was considered that the success of ICTs inter-Korean cooperation depends primarily on the conditions inside North Korea, and the analysis focused on the relevant policies of the North Korean authorities, the use and control of ICTs, and the economic, socio-political impacts. Based on this analysis, ICTs and inter-Korean cooperation with North Korea were predicted.
