경관형성과 시민 안전 증진 등 도시에서 중요한 기능을 담당하는 공공시설물의 우수한 디자인을 발굴하고자 광역 지자체에서 시행하고 있는 디자인 인증제의 통합 운영 필요성에 관한 연구로 지자체 운영 현황, 업체 출품 현황을 종합적으로 비교ㆍ분석하여 통합 운영에 따른 효과를 예측하고 디자인 인증제 활성화 방안을 모색하였다. 연구는 데이터베이스를 구축하고 있는 서울시, 경기도에 최근 5년간 출품된 공공시설물 중 동일한 분류체계 적용이 가능한 17개 품목 1,625점 전수를 대상으로 조사ㆍ분석하였으며, 업체 담당자 표적조사(FGI)를 통해 조사 내용을 검증하였다. 공공시설물 디자인 인증제는 디자인 수준을 향상하고, 가로경관을 개선하는 데 기여했다는 점에서 긍정적 효과를 거둔 반면 매출 증대를 목적으로 지자체마다 중복 출품하는 출품업체 입장에서 보면 기회비용이 발생하거나 동일한 제품의 인증 결과가 지자체마다 달라지는 등 운영상의 문제점이 노출되고 있다. 따라서 관련 산업의 활성화를 위해서는 디자인 인증제 통합 운영과 시행 차원의 제도적 보완이 절실하다. 이를 위해 본 연구에서는 디자인 인증제 통합 운영의 필요성을 제기하고, 관련 규정의 개정 등 중앙 정부의 역할을 디자인 인증제 활성화 방안으로 제안하였다.
In order to discover the excellent design of public facilities that are in charge of important functions in the city, such as the formation of landscape and the promotion of citizen’s safety, a study on the necessity of integrated operation of the design certification system operated by local government was conducted to comprehensively compare and analyze the current status of operation of local government and the status of submission of companies to explore ways to promote the certification system. The study was conducted on 1,625 items of 17 category that can be applied to the same classification system among public facilities submitted to Seoul City and Gyeonggi-do over the past five years, and the survey was verified through a target survey (FGI) of the company's persons. The design certification system for public facilities has a positive effect in that it has contributed to improving the design level and the streetscape. On the other hand, from the viewpoint of exhibitors who duplicately exhibit each local government for the purpose of increasing sales, the operating problems are exposed, such as opportunity costs or the result of certification of the same product varying from local government. To this end, this study raised the need for integrated operation of the certification system and proposed the role of the central government, including the revision of relevant regulations, as a way to activate the certification system.
