우리 사회의 미래를 책임 질 어린이는 신체적, 정신적으로 미성숙하여 어린이 안전에 대한 국가, 사회적 차원의 관심과 대책이 절실하다. 이에 따라, 정부 및 지자체에서는 어린이 교통사고를 감소시키기 위하여 1995년 도로교통법을 개정하여 초등학교 등의 주변도로 중 일정구간을 어린이보호구역으로 지정하고 다양한 개선사업을 추진하고 있다. 그러나 이러한 국가적, 사회적 차원의 개선 노력에도 불구하고 어린이보호구역에서의 어린이 사망, 상해사고는 지속적으로 발생하고 있는 상황이다. 이에 따라, 본 연구에서는 어린이보호구역 관련 법규, 교통사고 현황 등의 이론고찰과 경기도내 어린이보호구역 교통사고 사례분석 등을 통하여 현재 어린이보호구역의 주요문제점을 도출하였다. 또한, 2019년 완료된 경기도내 어린이보호구역 개선사업 사례분석을 통해 향후 어린이보호구역 개선에 실질적으로 활용 가능한 시사점을 도출하였다. 이러한 주요문제점과 개선사례의 시사점을 통해 어린이보호구역의 교통안전 개선을 위해서는 안전한 보행공간 확보를 위한 보‧차도의 분리가 무엇보다 중요하며, 개별시설물의 설치만이 아닌 차량의 속도를 근원적으로 줄일 수 있는 교통정온화 등의 근본적 개선이 필요함을 제안하였다. 또한 어린이보호구역을 명확히 인지할 수 있는 디자인 방안과 근본적인 주‧정차 방지 방안이 필요함을 주요 디자인 방향으로 제안하였다.
Children, who will be responsible for the future of our society, needed attention and measures of national and social levels of children’s safety since they are immature physically and mentally. Accordingly, the government and local governments are implementing various improvement projects through revised the Road Traffic Act in 1995 to reduce traffic accidents for children, and designated the roads around elementary schools and other areas as children's protection zones. However, despite these efforts of the improvement of national and social levels, child deaths and injury accidents have been occurring in children’s protection zones. In this study, the main problems of the current children’s protection zones were derived through the theoretical analysis of the laws, regulations and traffic accident cases of children’s protection zones in Gyeonggi-do. In addition, through the case studies of the children's protection zone improvement project in Gyeonggi-do, which was completed in 2019, the practical design implications and directions for improving the children traffic safety in the future were founded. In order to improve traffic safety in the children’s protection zone, it is the most important to separate the sidewalks and car roads to secure a safe walking space, and to design as space perspective such as traffic calming that can fundamentally reduce the speed of the vehicle not just the installation of each facilities. And, it was suggested that a design plan that can clearly recognize the children’s protection zones and a basic parking/stopping prevention plan was needed as the main design direction.
