Analysis of Stakeholders' Valuation on Paratransit Service

Paratransit service provides mobility initially for the disabled, elderly, and other individuals for whom private transportation options are limited. The purpose of this study is to evaluate stakeholder`s priorities on the adoption of the Intelligent Transportation Systems for the improvement of paratransit service in metropolitan Detroit area. Representatives of stakeholder groups included ranging from federal transportation officials to social service agencies to passengers. Through telephone interviews and focus group discussions, two levels of goals were extracted: system-wide goals and service characteristics. Stakeholder groups` priorities were estimated and compared among groups. Most stakeholder groups showed interests in scheduling, advanced reservation, and reliable service without much variation among groups. Business groups gave higher preference to weekend and evening rides. Citizens groups and non-profit organizations revealed their interest in extending the free transferring distance. In addition, media and education groups valued highly in expanding geographic coverage. Yet SMART and agency groups seemed to be interested in improving rather than expanding current service.
