This paper introduces the environmental economic studies in Korea, focused especially on the environmental regulation policy and valuation of environmental resources in Korea. It can be seen from this survey that the Korean environmental economists have had most of their interests in socially hot issues such as the evaluation and alternatives of the existing environmental policy instruments, and the impacts of both the environmental regulation and greenhouse gas reduction policies, as well as economic valuation of environmental assets including air, water, and ecosystem. We need more intensive research on issues of the evaluation of individual public investment, enforcement, transaction costs and income distribution and inter-generational equity. More attention should also be paid to the valuation methods and environmental data.

This study analyzes the relative efficiencies of three types of nonlandfill treatment of food wastes; recycling to fertilizers or animal feeds, reducing the size of food wastes, and fermentation of food wastes. Unlike previous studies our study incorporates not only usual inputs and outputs but also emissions of pollutants such as odor and noise generated by the treatment facilities into the analysis. A nonparametric method suggested by Fare et al. (1989) has been used to estimate the relative efficiencies of facilities incorporating emission of pollutants. The results show that recycling is more efficient than the other two treatment methods. It is also shown that the usual models that do not incorporate the environmental aspects of the treatment facilities derive a biased conclusion on the relative efficiencies.

Evaluating environmental impacts of regional development projects has critical importance in environmental management aspect. This paper uses multi-attribute utility theory as a basis for obtaining a value index to assess the environmental impacts and applies the theory to a specific Korean case study. To structure and quantify basic values for the assessment, we elicited important attributes, then refined and structured them into a hierarchy. An environmental multi-attribute index is constructed as a multi-attribute utility function, based on value judgments provided by a group of technical experts, policy makers, and a decision-maker at Korean Ministry of Environment. The implications of the results are also discussed. We found that the work and results can provide valuable insights for assessment of environmental consequences.

지역난방의 환경개선효과 측정에 관한 연구

In this paper we analyze the environmental advantages of district heating system. We construct three econometric models to analyze the energy consumption and economic cost as well as the emission of the major pollutants like SO_x, NO_x, DUST, and CO_2. As the size of heating supply is larger, the district heating system is evaluated to be better than other heating systems environmentally and costly in the long run. Especially, the district heating reduces SO_x emission significantly when the size of heat production is large. But the advantages of district heating system are very sensitive to the fuel mix and heat source.

This paper is to empirically test scope effects proposed to judge the internal consistency of contingent valuation method. The application was illustrated for the case of estimating people`s WTP for improving water quality at Man Kyoung River in the Chon Buk area. The CV survey was carefully designed and implemented by carrying out recommendations from the NOAA Blue Ribbon panel. Using a split sample, we conducted the Cochran-Mantel-Haenszel test with the frequency distribution of no responses, calculated the Turnbull low bound mean for WTP, and measured the mean WTP from estimated variation functions. The test results consistently exhibited that the CV estimates of WTP were adequately responsive to the size of water quality changes being offered. The mean WTP for improving water quality suitable for swimming (5,171 and 5,212 won) was significantly larger than that for agricultural use and fishing activity (3,280 and 3,136 won).

Previous analyses of deposit-refund systems (hereafter DRS) mosty concerned consumer-paid DRS. While there has been a trend to put more emphasis on the producers` responsibility in recycling, especilly in Europe, and the supplier-paid DRS has been enforced in Korea during the past decade, little attempt has been made to analyse rigorously the nature of the supplier-paid DRS. This paper looks into the effects of the supplier-paid DRS on firm behaviors and profits under the oligopolistic market structure. It is shown that, in the cournot model where firms strategically interact each other, when the deposit rate is high enough, firms` profit increase as the deposit rate rises. Furthermore, where the number of firms are sufficiently large, it can happen that, as the deposit rate increases, both social welfare and firms` profit improve.

팔당호 수질개선에 대한 소비자 지불의사액 추정

The water quality of Paldang reservoir now grades the third class water based on COD criterion, meaning that it is no longer suitable for drinking. This study attempted to estimate the economic value of water quality improvement in Paldang reservoir using CVM. The survey used payment card format to measure the willingness to pay of the questionnaire respondents for the improvement of water quality and also factors that affect the WTP. The survey showed that men rather than women, those had higher income and paid more water supply charges, those who lived in the area for a shorter period of time, those who do not use city water for drinking, had willingness to pay more. The WTP was estimated 4,952 to 5,497 won on a monthly average. The economic value of the improvement of the water quality of Paldang reservoir was estimated between 344.2∼382.1 billion won on an annual basis.
