Labour relations in Japan were very unstable and even hostile in the immediate Postwar period. There were so many cases where even the right to manage was not secured in that period. It is trough the period of economic high growth, from 1955 to 1973, that industrial relations was drastically stabilized. A lot of large scale and prolonged labour disputes occurred in the process of stabilization. One of the distinct characteristic of Japanese industrial relations has been enterprise-based union. This paper aims to clarify the formation process of ``stable and cooperative`` industrial relations during the high economic growth period. It investigates into the formation process and functional characteristics of the post-war enterprise unionism which resulted directly from the collapse of ``the cross-enterprise industrial union movement`` and shop floor struggle(``Shokuba-Toso``) shop in the 1950`s and 60`s. In particular, functions of enterprise union and its changes are discussed under the theoretical framework in which the concept of ``joint consultation`` is to be differentiated from that of ``collective bargaining``.

This paper has three purposes. The first purpose is to analyze the technological levels of Korean SMEs. For that purpose, this study did not only interviews with people in industry associations and individual firms but also a questionnaire survey on 108 firms. As the result, it was found that the technological levels of Korean SMEs had improved a lot but were still far from the world top levels. The second purpose is to find the relationship between the technological levels of individual firms and their willingness of participating in a Korea-Japan business cooperation program. As to this it was found that the higher the technological level of a Korean firm was, the more actively the firm was willing to participate in a technical training program in Japanese firms. The third purpose is to draw policy implications from the analysis as to the directions for the enhancement of Korean SMEs` technological competences and the cooperation between Korean firms and Japanese firms. Several implications as to this were suggested in the final section of the paper.

This paper measures regional social capital from 2000 to 2010 using linear interpolation and principal component analysis with the Statistics Korea survey data on ``society`` and ``lifestyle``. We find that the measured regional social capital grows about twice from 2000 to 2010, and the capital for the late sample years is greater in metropolitan cities, such as, Seoul, while it is greater in non-metropolitan cities for the early sample years. In particular, the social capital of Seoul grows 6.8 times during the sample years, which is much greater than the national average growth. In addition, it is found that the social capital is positively related with economic performance factors: per capital income, income growth, unemployment rate, and Japanese FDI. The positive relation suggests that the social capital may play an important role in encouraging economic growth by reducing transaction cost and information cost as well as by strengthening learning effect.
