일본의 행정개혁과 2001년 성청개편에 관한 연구 -대장성 해체와 재무성 출범을 중심으로-

Through this study, It was revealed that The Reform of Central Seongcheong which was conducted in January 2001 by the Basic Law of Central Seongcheong has variety backgrounds and political purpose. In other words, The restructuring operations has purpose of overcoming the economic crisis of policy failure occurred by the collapse of the bubble since the early 1990s. by the study, Additionally, which about that existing ‘1 Bu 21 Seongcheongs’ reformed to ‘1 Bu 12 Seongcheongs’, Most central Seongcheong includes the Ministry of Education, Ministry of Health, Labour, Ministry of Construction, etc. was the object of the reform. Thus, it means that not only Okurasho was the target of the reform. However, Okurasho called in the past ‘Office of the Office’ was forced to reform including the dismantling of the existing organization unlike other central departments. On the other hand, characteristic elements of the reforming for Seongcheong in 2001 are able to point out the following. In other words, the Seongcheong was reduced to 12. the other side, It can be point out that Cabinet Office newly established makes plans, major policies and adjusts that so the Prime minister of japan has more powerful leadership. In addition, through the study, Okurasho was the target of dissolution by The Reform of Central Seongcheong in 2001 and reformed to the Ministry of Finance, and at the same time, financial administration and authority was greatly reduced. It knows that, Through such actions, Japan purses efficiency of financial adminstration by planing the distribution of responsibilities and clearing the work area.

This paper examines the necessity and importance of cooperation expansion of high-class technical human power in Japan-Korea`s the part material industry, and is groping for the concrete plan for it. The results showed that the environment to say and which is turned to cooperation expansion of high-class technical human power coming out is preparing between Japan and Korea. For improvement in advanced manufacturing technique, technical human power of Japan is required for Korea. Moreover, in order for Japan to also create new business, Korean technical human power is required. Therefore, considering the relations of interdependence between Japan and Korea`s the part material industry, this paper is arguing that the plan of the following cooperation expansions should develop. First, should expand more the exchange program of the mutual technical human power in the part material industry promoted now. Second, it is building the reformist network of global technical human power between Japan and Korea.

This study aims to investigate the relationship between transformational leadership and knowledge sharing with social capital of the individual as mediator. Data were collected on a structured questionnaire containing the transformational leadership, social capital, and knowledge sharing scales. Hypotheses were tested using statistical analysis of the data after establishing the reliability and validity of the scales. The study proved that the transformational leadership and social capital are significantly correlated to knowledge sharing. Social capital also proven to mediate the effects between transformational leadership and knowledge sharing.

Due to the changes in the industrial environment, such as the breakdown of bubble economy since 1990s and accordingly the long-term depression and the stagnant outcomes of companies, etc., Under such situations, various kinds of reforms of the overall administration system have continuously been implemented in the Japanese automobile industry in order to recover its profitability. The representative reforms are the performance-base human resource management and compensation systems. On the other hand, some movements for revising the compensation system even in the Korean automobile industry also appeared at the same time. While the employees and management of K company agreed to introduce the weekly continuous two-shift system through collective bargaining in 2005 and agreed to implement the monthly salary system for blue workers through collective bargaining in 2006 and 2008, the conservation level and method of compensation items and the change into the monthly salary system and so forth that are connected to the shortening of the labor hours have appeared as the hot issues between the employees and the management. In this thesis, it is intended to examine the directions of the responses to the changes in the social structures including the intensification of competition due to globalization, technological innovation and aging of population and so on in the Korean and Japanese automobile industries since 2000s by examining how the compensation systems change under the changing environments and by analyzing the trend of revisions of the compensation systems.
