IT evolution and the e-business has emerged as a new economic activity and beyond the time and space limitations. But the enterprises located in GangWon-Do area have been too inactive in their willingness and readiness to adopt e-business models and processes owing to the lack of the directions of e-business, the insufficient network infrastructures and capitals, etc. In this circumstance, as part of this research, this papers have conducted a survey on the e-business and information conditions and status among the enterprises located in GangWon-Do Chuncheon area. In conclusions, this study on the informatization of the enterprises and e-business enlarge strategics for building competition of local enterprises located in GangWon-Do Chuncheon area.

21 century, Korea enterprise which run business in global market, has rapidly change. So, achievement of international competitive power is very important. IT(Information Telecommunication) Technology is play a leading role in this field. In fact, Korea enormous invest in informational technology field and hold the fast place in informational quotient(information super-highway, server computer, mobile networking and firm`s web site etc). But, materialization of information management effect consider how to cope with the situation. Korea SMEs(Small and Medium Enterprises) is fundamental in Korea economy. So Korea SMEs must active the international competitive power by information management and advance to a higher position. In conclusion, SMEs of information management is require that SMEs` CEO and CIO are must self-help to in this field. And governments improvement of connected with the related system in these field.

우리나라 기업간 e-Marketplace의 단계별 성장가능에 관한 탐색적 연구

The purpose of this paper is to examine the possibility of whether B2B e-marketplaces continue to grow. There are numerous barriers to the growth of e-marketplace, but certain key factors can push e-marketplaces beyond these obstacles. In the stage of generating traffic, it is essential to find a vertical area to attract buyers and sellers which can generate B2B transaction through e-marketplace. Generating traffic is possible only for e-marketplaces established by those who have vertical knowledges and strong off-line relationship in the vertical areas. In the stage of concentrating traffic, more attention should be given to reach critical mass and to increase transaction through e-marketplace. Currently, there seems to be a tendency that having major buyers as members of a e-marketplace is an true factor for the successful e-marketplace. Finally, to attain the locking traffic, e-marketplace needs to have the ability to generate revenue through B2B transaction. What we have learn from this study is that having the software-technology is not a sufficient condition to successfully operate B2B e-marketplace. It is important for e-marketplace to attract major players in order to increase B2B transaction, and also to make profit by them.

중소기업의 전자무역(e-Trade) 활성화 방안에 관한 연구

This paper`s objective is to provide insights about the problems and expansion strategies of electronic trade. Korean small and medium-sized firms have adopted the Internet since the end of 19905 in order to reshape their competitiveness, and it is now being utilized as a major export marketing instrument to develop new customers, save export transaction costs ad facilitate new work processes. However, at present, the use of the intemet in the field of trading is limited to the collection of market information, owing to legal, technical and institutional restraints between countries. In addition to that, because firms have the difficulties in making the trade contract through the e-trade system, the negative recognition on its` utility has been spreaded gradually between companies. This is one of the barriers to block the expansion of e-Trade between Korean firms. Therefore, this paper points out the problems of e-trade in the environmental, institutional and strategic view and provides many considerations for establishing the expansion strategy of e-trade by the Korean government and trade supporting institutions.

전자계약에 관한 국제협약 예비초안의 논점과 특징에 관한 고찰

Legal rules applying to the commerce and international commerce in particular contracts, proper law, jurisdiction and so on, have improved with time and experience. Engaging in a-commerce on the World Wide Web may expose the company to the risk of being sued in any foreign country where Internet user can establish a legal claim. The modern law of contracts is highly sophisticated and difficult to understand. With contracts created in cyberspace, the basic rules are no difference that we can find. However, there are situations in e-commerce that are altogether new and to which the existing rules cannot apply. Here uncertainty and business risk is too high for trading partners to deal with certainty. Therefore existing law must change to e-commerce law so that it provides certainty and enforceability over e-commence. UNCI TRAL Working Group on Electronic Commerce prepared the Preliminary Draft Convention on [International] Contracts Concluded or Evidenced by Data Message from the thirty-ninth session in 2002 which applies to international contracts concluded or evidenced by means of data messages. An electronic contract is concluded when the acceptance of an offer becomes effective, and an offer becomes effective when it is received by the offeree, and an acceptance of an offer becomes effective when the indication of assent is received by the offeror according to this Convention. Electronic contract may be concluded by the interaction of an automated computer system and natural person or by the interaction of automated computer systems, and a contract formed by a natural person that accesses an automated computer system of another person has no legal effect in case the neutral person made a material error in a data message.

국내 사이버물류정보서비스 구축 현황과 기업의 효율적 활용방안

Nowadays, the spread of electronic commerce using internet demands a large changes doing business with company to company and give that company a change to recognize logistics. To support logistics activity, all kinds of companies are using the computer and are recognized that the efficient using of Cyber Logistics Information will mainly play a roll to strength the companies competition power. Accordingly, the purpose of this study is to suggest the following plans, the first plan is to research the companies which is offering the logistics information on the Web site based on the internet and to investigate the contents of Logistics Information, then the second plan is to give companies which is to get the logistics information on Internet, more efficient ways using internet based logistics information systems.

최근의 전자상거래의 급격한 발전으로 국제경제환경의 급속한 변화를 초래하고 있는데 특히 전통적 세제시스템의 경우에도 예외는 아니어서 전자상거래시스템에 적합한 세제시스템의 개발이 논의되고 있는 상황이다. 그러나 국제적으로 전자상거래와 관련한 세제시스템의 개발이 완성되지 않고 각국별 또는 국제회의에서 논의되고 있는 상황이라고 할 수 있다. 중국에 있어서 새로운 세제시스템을 개발하기 위해서는 우선 중국의 e-business의 성격의 파악하고 이에 근거한 세제시스템에 대한 대책을 마련해야 한다. 본 논문은 먼저 e-business의 특성과 e-business에서의 다양한 세제형태에 대하여 알아보고, 둘째 e-business에서의 세제현황 및 세제관련 법의 문제점을 고찰해 본다. 마지막으로, e-business의 발전과 더불어 야기되는 온라인 세제에 대한 몇 가지 제안 및 시사점을 제시한다.

The rapid growth of electronic commerce increases the potential for conflicts over contracts which have been entered into online(e.g. about price, late delivery, defects, specifications ...). Using arbitration as a dispute resolution alternative is becoming increasingly popular especially in cases involving intellectual property rights and technology disputes since speed and secrecy are essential. The use of online dispute resolution(ODR) mechanisms to resolve such e-commerce conflicts is crucial for building business, consumer confidence and permitting access to justice in an online business environment. However, the use of the Internet and the World Wide Web in dispute resolution has an impact on the types of communication implied in the relevant processes(negotiation, mediation and arbitration). This paper deals with legal issues with respect to the practice of online arbitration. The paper begins with a brief introduction to the theories behind arbitration. These sections will be followed by a discussion on the specifics of online arbitration and the problems the process faces online arbitration by the legal community.

전자상거래 분쟁발생시 사이버공간에서의 대안적 분쟁해결(ADR) 방안에 관한 연구

As many kinds of transactions and informations move onto the Internet, methods to resolve dispute arising from this trend must also move onto the Internet. The Internet has heightened interest in Alternative Dispute Resolution(ADR). Some organizations are using the new technology in the field of dispute resolution, for example, by establishing web sites and offering communications through the Internet. Online ADR provides an attractive solution to an important part of the jurisdictional challenges presented by the Internet. This study reviews the types of online ADR as the dispute settlement way in electronic commerce. Especially this paper points out the task that Korea has to promote the online ADR for more effective and efficient dispute settlements.

This study investigates the present status and development of e-marketplace which is the most actively used in the e-trade stages from market .research, searching for business partners, negotiations to contract. It also shows the present status and development of e-marketplace as an "e-trading company" designated by government, which gives prospect of profitable model of e-marketplace. Especially focused on EC21 - the best e-marketplace of Korea, this study views present status and development of EC21 and trading companies applied for EC21, government designated e-trading company, to receive electronic trading support services. In addition, we hope that the findings of this study will be a helpful material to government for making policy and framing supporting project toward leading organizations of a-trade such as Ministry of Commerce, Industry and Energy, a-trade promotion committee of Korea International Trade Association and small-to-medium companies interested in e-trade, to activate e-trade.
